Richard Dackam Ngatchou is a Canadian of Cameroonian origin[1] and a UN diplomat, researcher,[2][3][4][5][6] and demography expert best known for his specialization in population and development, women and children, health, and longevity with a focus on Sub-Saharan Africa.[7][8][9][10]

Early life and education

Richard graduated in Science (Mathematics) from Yaoundé University in 1977. Following his keen interest in demography and population planning, Richard did a one year course in demography at the Institut de Démographie de Paris, France. Thereafter, he pursued his Doctorate in Demography from the Université Paris 1 Sorbonne in 1987. Richard has taught at multiple universities.[11][12][13]

Career

Richard began his career as a professor at the United Nations-created IFORD (Institute de Formation et de Recherche Demographic / Regional Institute for Population), from which he graduated.[14] He then became a Regional Demography Adviser at UNECA (the United Nations Economic Commission for Africa) in Ethiopia and later held the same position at UNFPA in Senegal. Throughout his career, Richard also worked with UNESCO, UNAIDS, and UNICEF.[15]

Richard has strongly advocated for family planning within UNFPA as a representative from 2009–2012.[16][17][18] He has also worked as a UNICEF consultant on a study on "child survival" and the development of children in Cameroon. Richard has been UNFPA's country representative in the African countries of Congo, the DRC, and Gabon.[19]

Richard was also a researcher at IFORD, University of Yaounde II, from 1981 to 1991, Regional adviser at UNFPA/CST in Dakar 1992-2004,[20][21] after which he worked with the WHO as a consultant to conduct a survey on the maternal mortality rate in Gabon.[22][23]

Richard is married to Esther and has five children. He is now retired from the UN and now lives in Canada with his family.[65] He is fluent in French, English, and Baghanté.

La rencontre qui a eu lieu dans la salle de conférence de l'UNFPA, a été présidée par Monsieur Mantala Traoré, Représentant le Représentant-Résident de l'UNFPA au Mali. Il s'agit d'une énième réunion visant à booster les énergies des Partenaires Techniques et Financiers pour le financement des statistiques au Mali. La rencontre était axée sur le suivi des recommandations de la dernière réunion, l'état d'avancement de la mise en œuvre de l'opération et l'organisation de la table ronde de financement du gap du budget du RGPH5. Sur ce dernier point, le Président de la séance a alerté ses collègues représentants des organisations bilatérales et multilatérales. "Il est temps de passer à la vitesse supérieure. Si nous ne réglons pas ce problème de gap, ce serait comme si on a fait du surplace. C'est l'étape de la conclusion qui est en train de venir : le dénombrement", a-t-il expliqué. Une délégation de l'Institut National de la Statistique (INSTAT) conduite par le Directeur général, Dr Arouna SOUGANE, a pris part à la rencontre. L'état d'avancement de l'opération a été présenté par ses soins, soutenus par un regard du Consultant International pour l'Assurance Qualité du RGPH5, Pr Richard DACKAM NGATCHOU, sur les acquis et les difficultés de l'opération. L'une des recommandations de la dernière réunion du Sous-Groupe Statistique des PTF, tenue en octobre 2019, était de tout faire en sorte que la Commission Nationale de Recensement (CNR) puisse se réunir. Ce défi a été relevé, le 13 janvier 2020.
