Juan Andres Caro is an American diplomat and government official who serves as the Deputy Assistant Secretary of Commerce for International and Space Affairs at the National Oceanic and Atmospheric Administration (NOAA).He previously worked at the White House [1] and the United States Department of Energy, where he coordinated federal energy recovery and modernization initiatives in Puerto Rico.
Career
Caro began his federal service as a political appointment[2] at the United States United States Department of Agriculture where he was detailed to the White House United States Domestic Policy Council.[3] He later transferred to the United States Department of Energy where he worked on post-hurricane recovery and manufacturing projects in Puerto Rico, coordinating with local and federal agencies on grid reconstruction, industrial revitalization, and long-term energy resilience. During his time at the Department of Energy, Caro continued to serve as a White House Policy Advisor [4] working with Rear Admiral Peter J. Brown, Special Representative for Puerto Rico’s Disaster Recovery.
Caro joined the National Oceanic and Atmospheric Administration in 2025 as Deputy Assistant Secretary of Commerce for International and Space Affairs, overseeing U.S. commercial space equities, satellite policy, and international partnerships. His diplomatic and multilateral engagements on behalf of the U.S. government include Egypt, [5]France, Argentina, Germany, African Space Agency, Dubai Airshow,[6] and Cario’s Maker Faire.
