Taiwan Think Tank Smart Policy Consulting Co., Ltd. (Chinese: 臺灣智庫智策顧問有限公司), commonly abbreviated as TGSA, is a consulting firm headquartered in Tainan, Taiwan. The company specializes in government and enterprise subsidies, environmental, social, and governance (ESG) transformation, and corporate research and development (R&D) enhancement. TGSA operates using a dual business model that integrates consulting services with proprietary software-as-a-service (SaaS) platforms.[1]
TGSA is certified by Taiwan’s Industrial Development Bureau, Ministry of Economic Affairs, under the Industrial Low-Carbon Transformation Guidance Program.[2] The firm provides free access to its self-developed carbon inventory software to help organizations measure carbon emissions and support net-zero transition efforts.[3]
History
The origins of TGSA date back to 2013, when its founder developed a platform for managing private education services with funding from Taiwan's Ministry of Education U-Start Program and the National Development Fund’s angel investment scheme. In 2014, the precursor entity, Coolwin Digital Technology, was established as a spin-off from Southern Taiwan University of Science and Technology. Initially focused on software development and smart systems integration, it later expanded into consulting for SBIR (Small Business Innovation Research) subsidy programs.[4]
TGSA was formally established in 2020 with a focus on public sector and enterprise subsidy consulting. That year, the company partnered with LegalChain IP & Patent Firm and opened a branch office in Taipei. Coolwin Digital Technology continued to support software development activities.[5]
Between 2021 and 2024, TGSA expanded its operations, including the launch of its proprietary project management platform, the establishment of an ESG Curriculum Center, and international expansion with offices in Japan and Malaysia. In 2023, the company founded Smart Malaysia Think Tank (SMTT), certified by Malaysia's Human Resource Development Corporation (HRD Corp), and by 2024 had assisted over 1,300 companies in securing subsidies totaling approximately NT$739 million.[6]

- Government Subsidy Consulting: Assistance with application processes for programs such as SBIR, CITD, SIIR, and IMDP, including proposal writing, budgeting, presentation coaching, and post-approval auditing.
- ESG and Carbon Inventory Advisory: Support with ESG diagnostics, implementation of carbon inventory tools, CBAM (Carbon Border Adjustment Mechanism) risk assessments, sustainability reporting, and third-party verification.
- Digital Transformation and Corporate Training: Customized training programs and digital solutions designed for internal system development, R&D processes, ESG integration, and compliance audits.
- Cloud-Based Project Management Systems: Development of digital platforms to coordinate project workflows among clients, consultants, and government agencies.
