Tuvdendorj Gantumur is a Mongolian politician. He was appointed as the Deputy Minister of Economic Development Born in 1980 in Ulaanbaatar, he completed his primary and secondary education at General Education School No. 1 in the capital. From 1998 to 2002, he studied International Trade at the University of Commerce and Industry, earning his degree. Later, between 2002 and 2006, he pursued a bachelor's degree in Marketing and Business Administration at Berkeley College in New York, USA.

He has actively initiated and implemented major projects in the field of free-market economics, supporting the private sector and facilitating economic liberalization. His efforts have focused on aligning economic activities with new economic models to foster growth and innovation.

Career beginnings

After studying business and international trade in the United States, he returned to his home country and began working in the mining sector. During that time, he worked on establishing a model mining company that complied with international environmental protection standards and implemented sustainable management practices.

Developed and passed the Public-Private Partnership Law.

While serving as Director at the Ministry of Finance, he led the working group responsible for drafting the Public-Private Partnership Law. In 2022, the law was submitted to Parliament and successfully passed.

The purpose of this law is to create a favorable legal environment for implementing public-private partnership (PPP) projects in public infrastructure and government services. It aims to encourage private sector participation and investment, promote effective risk management between public and private entities, and establish long-term, efficient collaboration through partnership agreements. Additionally, it seeks to ensure proper financial and budget management to support sustainable PPP initiatives.

This law consists of 9 chapters and 60 articles.

With the implementation of the law, a new legal framework for public-private partnership (PPP) has been established. This is expected to increase private sector participation, attract investment, and expand business operations and market reach. The law also fosters long-term stable and mutually beneficial cooperation between the public and private sectors.

By involving private enterprises in government service sectors, the initiative aims to enhance competition, improve the quality of services provided to citizens, and drive private-sector-led economic development. These changes are anticipated to play a significant role in creating a more dynamic and sustainable economic environment.

Work experience

  • From 2008 to 2010, he served as the Executive Director of Chinggis Khaan Gold LLC. From 2010 to 2012, he was the Executive Director of Industrial Gas Depot LLC. From 2012 to 2016, he worked as the Executive Director of Undur Bayantsogt LLC. From 2017 to 2018, he held the position of Director of the Accounting Department at the Ministry of Finance. From 2018 to 2022, he served as the Director of the Investment Budget Department at the Ministry of Finance. From 2022 to 2023, he was the Deputy Minister of Environment and Tourism. Since 2023, he has been serving as the Deputy Minister of Economic Development.
